I might just point out in case it's pertinant; Minotaurs, though lacking currently in Crete and surrounding islands, are
okay in the play-by-post as a PC race.
As is anything else printed in the PHB's or Monster Manuals.
First Official Titbits reguarding character generation;
If it's official WOTC matirial, it's allowed. This includes all core player-available stuff, and the races presented in both monster manuals and one or two of the extra books (For example bladelings in the manual of the planes.)
All Dragon matirial (ie, all 4e dragon, given that it's now wizards) is also fine.
Templates are not for player use, but if there is something you'd like to model something that would normally be covered by DM only tinkering, ask me and I'll suggest compromises/builds to represent.
Some homebrew matirial will be allowed. Mainly Races, as I have found one or two I will be officially making available. Again, requests are welcome. Anything not WOTC in origin needs approval first, but has a good chance of getting it. This includes odd equipment, but likely will not include whole classes. Maybe Paragon Paths.

This will be Paragon Tier, I have decided, most likely. I shaln't give an exact level right now, but assume level 11.
Characters do not have to be designed as a party, but neither do you have to not know each other. I'm leaving that all up to you, and will wrastle you into place later.
You may, if you wish, have the character originate in any Established Setting you like, including but not limited to Forgotten Realms, Eberron, Dark Sun, Ravenloft, etc. In addition, the generic setting and my own are available, but feel free to suggest extras. (Stick to either matirial plane equivalents or similar, however. For example, coming from the Feywild of any of the above is fine, but coming from Sigil is not.)
Finally for now, Alignment; any are fine, but PVP should be kept to a moderate minimum. Infighting and bludgeoning each other is okay, but outright murder of fellow PC's will only get you in trouble. (Read - NO CHAOTIC-STUPID aligned characters. You're assumed to have survived 10 levels of play, you are, nice or otherwise, capable of some level of teamwork.)
If they are Relevant, feel free to worship any DnD god you like, (depending perhaps on your chosen setting) or any other such entity or primal spirit.
You've a week or two to mull this over, as I've no intention of starting before the return of the Squirrel, and am still idly plotting.
