The major change is that background skills and basic training first term skills pack are all taken at 1 rather than 0. Making younger characters much more viable. Also as quite often you get skills during your career that you already have at 0 you then get them at rank 2 instead of 1. DriveThruRPG have pdfs of virtually every Traveller item ever published including stuff I don't remember the first time around. And that's a pretty hard task even if I do say so myself.
