This stands on the edge of the sprawling metropolis of Capitol city on Vorres Prime adjacent to the commercial space port ground station it is a cluster of fortified buildings relatively low rise as are most of the structures of the city (less than 10 stories) but still towering over the commercial space port which is never more than two stories high, and consists mostly of theromcrete runways and large low sheds. These buildings surround four huge landing pads for Vtol interface craft like the Aquillia and the larger less luxurious Shrike

It is approached  from the local mass transit rail station across a service road and  entered past the squat monoliths of two quad medium lance battery's

The servo skulls which guide you lead you past the guards naval assault troopers in carapace armour with slung boarding axes and bolt pistols to the quartermasters office, here you are greeted by several nervous looking naval clerks and a grizzled petty officer with an empty sleeve.

She's kidding though, but secretly still hopes he'll say 'certainly, just fill out these forms'.

Ynes really really wants, and this is more gear than weapons, so maybe she would have asked for it at the Inquisition office.

Thermo-imaging Goggles (Rare) - maybe thermo-imaging telescopic scope instead of red-dot ('poor' quality goggles I guess that would be)

Vivisector (Rare) - a poor quality one is fine, its just supposed to look scary!
Auto-earplugs (not in the book, but gotta exist)

The sour faced naval quartermaster looks at Ynes first list and splutters says "we will have to see" and goes away for a long time when he returns he shakes his head and says "we don't have any of that available today" 

when Ynes shows him the second list he gestures at a small  sign saying "owing to high work loads the office of the quartermaster is only able to deal with one request per applicant per day"

the place is currently empty and Ynes has been the only person in there since she arrived at the empty office at least two hours earlier

Ynes attempts to engage the quartermaster in a conversation about work using Battlefleet War Cant (she'll refer to him by his correct title, and rank) and will offer him a drink from the bottle of rotgut (the one with the bolter shell embedded).

On the hulk her father Alain Kultrayn was Naval Sec/Military Police (rank Petty Officer, retired - now working on a private vessel) and her mother Dionne Van Saar (yes, the infamous Necromunda Van Saars) is a Medicae (rank Warrant Officer class 2) currently serving in system D551 on a battlestaiton until her new assignmenton a Luna-class cruiser is fully refitted.

She won't bring up the other list.  She'll just seem happy to kill some time with fellow Navy types, which is the truth.

P.S. Is this Master Chief Orlando Weiss?

no it isn't Chief Orlando Weiss

The petty officer a Karl Hamarr is quite happy to chat as he would seem to be as bored as one would expect given the emptiness of the office after some time and a few swigs of rot gut he will complain about his current posting and then about Chief Orlando Weiss who is entirely responsible it would seem for the policy's of the department and its emptiness. He adds that the navy would have shifted him but no one wants to get shot for heresy. If you mention the Son of Thunder to him he will suggest that they will have most of that in their armoury except the power armour & the witch lance
